The Council had before it draft resolution E/2006/L.14 submitted by the WP of the Council, H.E. Mr. Hjalmar W. Hannesson of Iceland based on the informal consultation. The Council adopted the draft resolution.
Before continuing with Item 4, the Council finalized decision 2005/221 and also appointed Mr. Camrous Ruiz of Mexico as facilitator of Item 6 and Alook Sigh of Indian to facilitate Item 6 B for the implementation program of LDCs.

The coordination of humanitarian aid to distribute workload more efficiently would benefit from first, continuing the reform efforts from the 2005 World Summit. A harmonized approach with the ICRC and other NGOs is important. Funding efforts should be improved, recognizing the usefulness of CERF, and classic leadership approaches should be implemented cautiously and evaluated in a transparent approach. Second, national authorities must be able to provide protection to the civilian population in cases of natural disasters, but with the help of the international community as well. Thirdly, an integrated approach to disaster management with the guise of experts, NGOs, and institution should be adopted to strengthen local capacities and those most vulnerable. Lastly, existing instruments should be acknowledged and applauded.
Representative of Columbia
The state of Columbia has included a presence of police, helped to rebuild areas of terrorism, and developed a national plan for those displaced by violence by illegal, armed groups. Instruments and regulations at the state level have contributed a significant effort in recognizing the rights of the displaced people, helping to restore them to the place where they started. International cooperation will help in implementing a follow-up and strengthening the information systems to harmonize the process. This population of displaced people has no identity, making it difficult to cross-reference the group and thus develop public policies.
